LA Flex is an extension of the Energy Company Obligation (currently ECO4) Scheme which provides an additional means to help reduce fuel poverty in the UK. It specifically allows Local Authorities to set out their own guidelines and qualifying criteria to help low-income households access energy saving grants, even if they do not receive benefits.
How does LA Flex funding work?
Participating Local Authorities will provide a ‘Statement of Intent’ on their website which outlines the eligibility criteria, so householders can understand how they may be able to qualify for a grant. Zing Energy will carry out an initial data collection survey, submit this information to the Local Authority, who will then assess the information in accordance with OFGEM requirements. If successful, a declaration will be issued to the householder and Zing Energy can continue to survey stage.
What are the qualifying criteria?
Each participating Local Authority may have slightly different qualifying criteria in order to qualify for LA Flex grants. However, a householder may be eligible due to a range of factors, some of which may include:
Low Income:
- Household income threshold as defined by the Local Authority
High Energy bills:
- Annual household energy bills are significant percentage of total income
- EPC rating of property is E, F or G
Vulnerable to the cold:
- Aged 70+
- Has cardiovascular condition
- Respiratory condition
- Autoimmune disease

There are a number of energy saving measures available under the LA Flex program, including:
- Air Source Heat Pump
- Boiler upgrade
- Cavity wall insulation
- External Wall Insulation
- First Time Central Heating
- Internal Wall Insulation
- Loft insulation
